The unit of competency behind the CN licence is TLILIC0040 Licence to operate a non-slewing mobile crane (greater than 3 tonnes capacity). This unit is assessed by your Registered Training Organisation (Go Workplace Training) and by a WorkSafe-approved assessor before your licence is issued.

The CN licence allows you to operate:

  • Non-slewing mobile cranes (greater than 3 tonnes capacity)
  • Reach stackers
  • Non-slewing telehandlers

The CN is the licence you need if you operate a Franna crane, a pick-and-carry crane, an articulated mobile crane, or similar equipment on construction sites, in logistics, or across industrial settings throughout Victoria.

CN vs C6: what’s the difference? The C6 licence covers slewing mobile cranes (cranes that rotate 360 degrees) with a capacity of up to 60 tonnes. The CN covers non-slewing mobile cranes, which cannot rotate but instead luff (up/down) or telescope (in/out). These are fundamentally different types of equipment requiring different licences. If you operate both types, you will need both licences.

A non-slewing mobile crane is a mobile crane whose boom or jib cannot rotate (slew) around a vertical axis. Instead of slewing, the boom can luff (move up and down) or telescope (extend and retract). This is the defining characteristic that separates non-slewing cranes from slewing cranes like the C6 class.

Non-slewing mobile cranes include:

  • Articulated mobile cranes (commonly known as Franna cranes or pick-and-carry cranes)
  • Locomotive mobile cranes

Non-slewing mobile cranes do not include:

  • Vehicle tow trucks or cranes mounted on tow trucks

The Franna crane is the most common type of non-slewing mobile crane used on construction and industrial sites in Victoria. Frannas are highly versatile, capable of travelling with a suspended load (pick-and-carry), and are widely used in situations where a stationary crane would be impractical due to site layout or access constraints.

Driving on public roads: Completing the CN crane course and holding a CN licence does not authorise you to drive an articulated mobile crane on a public road. Driving a Franna or similar machine on a main road requires a valid heavy vehicle licence issued by the relevant transport regulator. The CN licence covers worksite operation only.

To enrol in the CN crane course in Victoria, you must meet the following selection criteria:

  • Age: Be 18 years or older
  • Language, Literacy, Numeracy and Digital (LLND) skills: You must be able to use English and maths for safety purposes including reading, writing, and communicating in a training and worksite environment. All students complete an LLND skills assessment prior to enrolment (or discuss their LLND capability with us to confirm suitability)
  • Health and fitness: Be in good health and physical condition appropriate for operating heavy machinery in an active worksite environment
  • Residency: Reside in Victoria, or hold valid reasons for applying for a Victorian WorkSafe licence
  • Visa: Hold a valid visa to study in Australia if you are not an Australian or New Zealand citizen or permanent resident

Can I drive a Franna or articulated mobile crane on public roads with a CN licence?

No. The CN licence covers worksite operation only. The CN crane course includes driving on private roads and property as part of the practical assessment, but this does not extend to public road use.

Do I need prior crane experience to enrol?

No. The course is designed for both beginners and those with existing experience who need formal accreditation. You do not need prior crane operation experience to enrol, but you must meet the LLND entry requirements and be physically capable of undertaking the practical training.

How long does it take to get my CN licence after completing the course?

After successfully completing the unit of competency and the WorkSafe licence assessment, you will receive a Notice of Assessment (NOA) by email. You then have 60 days to lodge your NOA through the MyWorkSafe portal or at Australia Post and pay the required licence fee. WorkSafe Victoria will issue your physical CN licence card following that process. We recommend lodging promptly to avoid delays.
